I think the answer is: Whoever is given their chance first.
I can't say i've seen all the guys on the list, so i'm not completely able to comment but Ortiz looks the obvious candidate based on talent alone.

It's a tough one , is the Cory Spinks - Deandre Latimore fight for an interim belt? I think Ortiz or Mares are the closest one to getting a title shot.
